    I would implement in C++ or ISAPI as their flexibility is very high.

    I think Perl has extremely flexible and not a strict language by any means. Ideal for quick and dirty web applications..

    PERL is the language of choice, since its strenght lies on its string manipulation capabilities easy manipulation of arrays you can almost create an interactive web site without database integration….
